Transparency and Media Funding (EMFA)

Hohe Tauern National Park is actively committed to the principles of media freedom, transparency, and free access to information. In accordance with the requirements of the European Media Freedom Act (EMFA, Regulation (EU) 2024/1083), we publish here information on our media cooperations and advertising contracts.

Advertising contracts and media cooperations of Hohe Tauern National Park are processed in accordance with the provisions of the Media Cooperation and Funding Transparency Act (MedKF-TG). This fulfils the statutory mandate to promote transparency and access to information in the media sector.

The contracts awarded in the media sector are consistently closely related to the respective National Park federal states of Carinthia, Salzburg, and Tyrol, and are also not relevant to the internal market given the low contract volumes. (Size of the contract volume, the nature of the market, and the target audience.)

The awarding of communication services to media partners in accordance with Art. 25 of Regulation (EU) 2024/1083 is carried out on the basis of transparent, objective, proportionate, and non-discriminatory criteria in open, proportionate, and non-discriminatory procedures, with constant attention to an optimised media mix in accordance with the principles of economy, efficiency, and effectiveness.

Where a “clear and specific cross-border interest” exists within the meaning of the European Media Freedom Act – Regulation (EU) 2024/1083 (EMFA), Hohe Tauern National Park applies the following criteria for the selection of media partners for state advertising within the meaning of Art. 25(1) EMFA, on the basis of the respective project and product portfolio:

  • Reach and target audience relevance (in particular quantitative and qualitative reach: number of readers, viewers, listeners; compatibility with the desired target audience and audience segmentation where required)
  • Regional coverage and thematic relevance (in particular geographic distribution: coverage of individual districts, regions, or the entire federal state; local embeddedness; thematic proximity and relevance to specific topics)
  • Editorial environment (in particular thematic embedding, placement in a suitable content environment; credibility/trust in the respective medium; frequency-relevant reporting and regular coverage of local, regional, or subject-specific topics)
  • Consideration of thematic project-specific focus areas (in particular suitability of the medium for specific focus topics, target groups, or campaigns; ability to adapt to short-term thematic priorities, special formats, and innovations)
  • Cost-benefit ratio (in particular taking into account target audiences and reach)
  • Transparency of ownership structures (in particular disclosure of ownership structure upon request)
  • Contribution to regional media diversity (in particular consideration of pluralistic structures to safeguard diversity of opinion; support for independent, supra-regional, regional, and local media in the federal state)
